Do player proposition bets (Props) have action if the player doesn't play in the game?

Football – Players must take part in one snap for the bet to have action.

Basketball – Players must start or enter the game for the bet to have action.

Hockey – Players must take part in one shift  for the bet to have action.

Soccer – Players must start or enter the game for the bet to have action.
